Chief Minister Omar Abdullah stated that Jammu and Kashmir cannot replicate the Gulmarg tourism model at every destination, emphasizing the need for a destination-specific approach during a legislative assembly session. He highlighted that infrastructure like gondolas requires unique considerations based on each location’s attractions and visitor potential.
Tourism Development Approach
Replying to questions from MLA Saif-ud-Din Bhat, Abdullah noted that the Gulmarg gondola attracts significantly more visitors than the Patnitop facility. This ridership disparity, he explained, necessitates evaluating feasibility before proposing similar infrastructure elsewhere. “Every tourist destination can’t have a Gondola,” he said, stressing the importance of recognizing each site’s distinct nature.
The Chief Minister further clarified that development plans must account for local characteristics. He reiterated that not all destinations should adopt the same infrastructure, as each has unique attractions that define its tourism appeal.
Doodhpathri Infrastructure Projects
Regarding the proposed Doodhpathri Gondola/Cable Car project, Abdullah confirmed the proposal is under government consideration. He stated it would proceed upon approval from the competent authority, completion of formalities, and funding availability. The department has also introduced snow skiing since 2023, with a Drag Lift operational since 2026 to support winter activities.

Planned infrastructure includes wayside facilities at five locations along the Arigam–Reyar Ich stretch. Administrative approval for these amenities, estimated at ₹50 lakh, is complete, with tenders currently being processed. Additionally, 25 kanals of state land near Kralpathri’s Sheep Farm is designated for a Tourist Transit Hub and 400-car parking area.
A Detailed Project Report for the ₹75 crore facility under Swadesh Darshan Scheme 2.0 has been submitted to the Ministry of Tourism for approval. The hub aims to manage vehicle traffic and enhance visitor flow at Doodhpathri, addressing long-standing congestion issues in the area.
Khansahib Assessment and Land Processes
On tourism development in Khansahib, Abdullah mentioned that the Tourism Department is identifying areas with potential after consulting local stakeholders and departments. Site visits to Pushker, Shoplian, Nowgam, Drung, Habber, Banglapathri, and Palmasidan are underway to assess feasibility and infrastructure needs.
The department will consider suitable sites for future plans based on tourism potential, land availability, and statutory requirements. Land identification and transfer processes for Banglapathri and the Zoogu to Sitaharan stretch have already begun with revenue authorities. These initiatives aim to streamline approvals and accelerate development timelines.
